What about religious exemptions? It lists that meat and milk are required. Does fish qualify as meat for them? What about Passover?

I guess Jews there have to go to private school. Aside from Winnipeg, how many Jews live in Manitoba anyway? But if there are Jews in small areas with no Jewish community, the government wants to force them to eat non-kosher food. It sounds like the Ancient Greeks prior to the Hanukkah story.

Is this for the whole province of Manitoba?

Yep. But nobody should go to public school. Jews doubly so.
