The Divine Code Second Edition, page 520. Noachide has the book, so he can verify it.

Yes, this is true. I was amazed how many cousins a Gentile can marry.

It is very not recommended. It is also illegal in America and thus forbidden there.

I doubt the American courts have the authority to prohibit that specific relation. The Divine Code gives a comprehensive list of permitted relations which Gentile societies may prohibit if they see a need to impose extra restrictions. I don't see marrying a paternal half-sister listed there. Because of the prohibition of making a new religion, a Noahide Court may not on its own decide a question that arises about the Torah Law regarding one of the Seven Commandments.

Muslims believe in incest.

by the way, even 'mentioning' this is 'racist', and will get you banned on twitter

Mental retardation. They may decide for health reasons.

In other words, we know better than HaShem.

Hashem gave us freedoms. Jews banned polygamy for political reasons, and cousin intermarriage more recently for health reasons. We also banned slavery, even though it's technically possible. Hashem didn't tell us to marry paternal sisters, He just left options opened, but not everything that was is supposed to be for every time. Some things, ofc, some things, if you're in a tiny village, better to have a 50% mental retardation rate than no kids, but better to have a diverse background. Hashem still wants us to do as best as we can.

Actually only Ashkenazim banned polygamy Jews in Muslim lands had more than 1 wife.
Rabbeinu Tam banned iy for 1000 years & the 1000 years is long over.
Only reason we don't d it now is because civil law & most countries forbid it.
I suspect the reason why Rabbeinu Tam banned it was out of fear of Christians making pogroms against the Jews.

What Jews banned in the context of their 613 commandments is irrelevant if we are talking about the Noahide commandments.
The closest ruling I can find is that Gentile societies can prohibit a paternal half-sister of a man's mother and a paternal half-sister of a man's father. I didn't find a Divine Code source for one's own paternal half-sister.
By the way, many modern doctors recommend that a man should spill his semen as much as possible because they claim it is healthy to do so. We don't change Torah Law because of modern feelings and secular opinions.

That is a negative (do not) precept. If someone comes, turns a pile of garbage into gold and saves a million people, and then says Hashem changed one, we do not believe or follow him. This is a case like technically it's permitted to enslave people, but we don't because it makes social problems. We still say technically it's allowed and there are these billion laws involving it, you can take those and come out with brilliant spiritual understandings about how to control your animal soul, for instance, but we don't do it. Banning such marriages is not a violation of the seven. Saying it's allowed to steal girls for marriage like Kazakhstan does is a violation, because stealing. Noachide courts have enormous leeway in establishing their system of laws. You can for instance require everyone to wear a blue hat on tuesdays to honor a dead fish. From the silly to the illogical, as long as it does not contradict what Hashem says, it is permitted. For instance, Jews met a people in Torah that had banned alcohol consumption because their fathers did, and they praised them, not for their law, but because they kept something from their fathers for once. Even so, it shows clearly that if something is causing a problem even if it's perfectly good when done correctly, it is permissible and in some cases praiseworthy.

As for making sins with yourself G-d forbid, that's so 2015, modern science has even lead to completely secular groups against masturbation; reduced sexual stamina, feelings of depression, massive body odor, anti-social tendencies and a hundred other problems. The Jewish law of staying in until your foot is no longer hard has a nice physical backing. Of course, we don't really care if there's a scientific explanation, Hashem said "do this and not this" so we do and we don't, the Rebbe said that if there's a physical reason, there's so many lofty reasons it burst out here, if we don't understand it means the reasons are all profound. Hashem didn't tell Noach that he must marry his aunt on his father's side, so we can ban it, but because it is permitted, we are careful to strictly avoid seclusion with said person.

If modern science is doing that, then we are on the right track. Only religious groups were against masturbation so far.

You can keep saying that, but without a Divine Code source that Gentiles can forbid that specific relation, it doesn't mean much practically.
Other sexual acts that are forbidden to Gentiles as capital sins are learned from Genesis 2:24. The Noahide Code prohibition of relations with a sister or half-sister from the same mother, and the permission of marriage with a half-sister from the same father, is learned from Genesis 20:12. It is possible that this specific permission cannot be changed because of the Written Torah statement.

I would have to ask Rav Dovid Katz.

I'm not sure if we are talking about the same person, but David Katz is a heretic and a cult leader. Rav Weiner repudiated his Ger movement: https://asknoah.org/wp-content/uploads/Open-Letter-from-Rabbi-Moshe-Weiner.pdf

He's not a heretic, his issue is he says things in a cryptic way instead of just saying it. I knew him when he was starting out, I had to give up on him, he like trains people to say simple facts in foaming retard ways that you have to go through for a minute to come out with something very basic.
That being said, I'm not going to involve myself in a complicated halachic debate. http://nonohide.blogspot.com/2017/10/divine-code-vs-laws-of-ger-toshav.html
His knowledge about what non-Jews can and can't do that follow the seven is quite extensive.

He is a heretic and the debate is not complicated at all. Anyone who advocates and justifies for non-Jews to take on religious observance of Jewish commandments is misleading Gentiles. Every single one of my Noahide friends agrees with Rabbi Weiner and disagrees with Katz.

No ban on marrying cousins in Judaism many of the admorim are married to cousins.
The Lubavitcher Rebbe,ZT:L,ZY"A was married to cousin & she didn't even have to change her last name when she married him.

He has a whole explanation and it's a Torah debate. I was against him teaching kaballah to Gentiles, but I'm not a Rabbi, these debates involve many sources I have not studied for years, so I just try to stay friendly with both sides. A heretic outright says something forbidden is permitted, he's saying Torah says it's permitted and has sources and there's a debate to be had there. It would be easier to have it if he didn't use cryptic language for mundane things.

There's like a Rabbi or two that did it, I meant to say marrying your aunt is widely not allowed nowadays. Cousins is still allowed but I've heard Rabbis not recommend it.

It's forbidden from The Torah to for a man to marry an aunt. But it's permitted for a woman to marry an uncle. My grandfather was from Iraq and one of his sisters married their uncle. But it's not recommended and I think the kid had problems as a result.
-
Yuk. I would never marry a cousin.
-
Abraham was Sarah's uncle.
Rachel and Leah were Jacob's cousins. Their aunt Rebekah was also related to Jacob's father Isaac, descended from Abraham's brother. So all three Patriarchs married relatives.

Yeah meant that. This freeking constant pain is mind-numbing, been confusing my thoughts all week. I'm afraid to keep on my new sales schemes right now, also very hard to be reasonable, and I'm forgetting things and remembering things from decades ago vividly. Hope I become like a superhero after this or something.

May HaShem give you a complete and speedy recovery, brother.

I have a cousin that married a cousin and they have 19 kids, all religious doctors and engineers and all these fancy jobs, very good family.
